Qualifications-Based Selection (QBS)

A consulting engineering firm is retained whenever a client desires specialized knowledge, unbiased and independent engineering judgment, broad experience and the application of modern scientific and engineering techniques and practice. A consulting engineering firm provides services to clients on an as-needed basis, which assures overall efficiency, economy, and quality of performance. The consulting engineering firm may work for government, commercial or industrial clients directly or as part of a design team.
