    Job Description
    Essential Duties: -Plans, directs, and supervises employees. -Schedules, assigns, inspects, and evaluates work; instructs personnel in correct methods and procedures; monitors work on a daily basis; reviews and evaluates employee performance. -Prepares, or manages through staff and consultants, engineering designs, specifications, cost, and quantity estimates for projects; Obtains required rights-of-way, easements and permits for street, sidewalk and storm drainage projects and other infrastructure. -Conducts site inspections of construction projects and discusses problems that may require project changes with affected crews or contractors; recommends methods of resolving unusual or complex engineering problems related to storm water drainage, road construction, site development and utilities. -Serves as City’s project engineer as required; researches applicable codes, regulations, and requirements for assigned projects; develops and manages engineering plans and compiles preliminary layout of plans; writes specifications for plans; coordinates required advertising for bids; advises contractor(s) and construction inspectors during construction phase. -Reviews for permit new commercial, industrial, governmental, and subdivision construction plans to ensure compliance with applicable codes and ordinances including, but not limited to, soil erosion and sediment control. Reviews commercial and industrial construction plans; subdivision plans; and other development plans to ensure compliance with applicable codes and ordinances including site development, grading & drainage, demolition an erosion and sediment control. -Provides engineering services or management of engineering consultants for city projects; designs projects and develops contract and bid documents; prepares cost estimates for proposed projects; provides surveying necessary for planning, design, and construction of public projects; reviews, verifies, and processes payment requests by contractors constructing public projects; maintains and finalizes project record documents. -Facilitates engineering bid proposals on city projects and provides bid recommendations to the City Manager and City Council. -Oversees the operation of the City’s stormwater utility, erosion control, flood hazard enforcement and MS4 requirements; serves as chair of the Stormwater Utility Board. -Investigates citizen complaints regarding roadway, storm drainage, and right-of-way issues related to city infrastructure projects and makes recommendations for correction action as needed. -Updates the City Manager, Mayor, and Council on the progress of projects and gives advice regarding city infrastructure needs. -Enforces city codes and issues citations related to Engineering Department issues. -Performs related duties.
